Yes, I have, with one of first neos. It would have been 1995, I believe. I had obtained a 2 yr old tawny from Oregon, after a week, at my home, he started seizing. No apparent cause.
Of course, I had no clue as to his previous first years. He was expensive, but when he arrived, was in pretty bad shape.
He had 2 seizures one day, the 2nd one, we were at the vet, and he fell, as the seizure started, and occluded, (blocked off) his airway, and he couldn't breathe. I straightened out his head, then proceeded to cry... Scared the ____ out of me. We put him on Phenobarbital. He had to have blood drawn at intermittent times, frequent at first.
He never had a "therapeutic level" which means a level of the drug high enough in his system, (blood test), to PREVENT seizures. So, after being on this med for 2 years, and it was VERY cheap, the vet and I decided, since he never had another seizure, to wean him off.
I weaned him off, over 2 months. Slowly. I believe he may have had a head injury prior to coming to me, but I think the most likely cause, was nutrition. He was very skinny, almost emaciated when he arrived. Sores, and pus all over his poor beautiful face. God, I still miss my old Hoochie boy!! (Yes, he came with the name Hooch).
He died at age 10. I don't know if I have his old papers, but he was out of something like B and B Tank?? We are at the vet now, but later tonight, I'll try to scan pics of him, into the computer and post. He was a big tawny. I believe he was 185#, I'll ask Carman, she has a memory like a steel trap, that woman....

Hi Anne , what blood was this dog from? How come this dog was expensive arriving to you in the condition that he did?
Brook, I honestly don't remember who he was out of. I'll try to find his paperwork, that was in 1995. Since moving last year, still.... not too organized!! LOL!!
Why did he come in such condition?? Because I trusted a jerk, there are incredible, unethical, irresponsible people out there!! ...
I do not.... for even one minute, regret the money and time spent with him. He was beautiful, for the times, and worth every penny, He was large, typey, and ..... died of bloat at age 10, still very healthy!! If he hadn't bloated, I think he could have gone on another few years!!

I know!! He was incredible, he lived for me!! Seriously, somehow he knew... that we had saved his life... He would have laid down and died for me....
Let me go see if I can hunt up a pic or 2. My Bina I got at the same time, from the same idiot, lived to 8, she was Ironstone... Out of Io. She was incredible, beautiful!!!
